Note: This is a very simple matter. The better team will WIN and COVER. On paper, Winnipeg is the better team. They have the better overall ASM (BC -7 WIN +6). They have the better overall OYPPT ( BC 13.67 WIN 10.08). They have the better overall defense (BC PA 34/451 TYA WIN PA 19 266 TYA).
In short, BC sucks and Winnipeg does not. Can BC cover? Maybe.But, I will gamble on the better team at home to win by at least a TD or better.
