To follow another user, you would just need to click on 'Follow' found below their avatar to the left of any of their posts.
As for the search feature, it currently exists on the main forum page using Google to search.
An improvement/change to the way search functions in the forums is something that has been suggested in our Forum Updates thread and will be considered by our dev team moving forward.

Hi Opr2nist,
The notifications are coming, I can't give you an exact time but we are working on it. The search bar in the header was removed as part of our menu redesign but we have received plenty of feedback from users to have some sort of search for our forum so that's next in line.
