Thats the thing with Fantasy... Its all luck. Make sure you utilize a website with credible projections. I personally use rotoworld because they have a draft guide that you can put in your custom league scoring which is huge. Vick went from #1 to #5 QB after I put in our league's scoring system which gives 6pts for passing TDs, and bonuses for 300, 350, and 400 yards passing.
With all of this being said, I would go
1. Jennings (Safe, consistent, and arguably has the best QB in the league. Consistency is what wins.)
2. Wallace (Most upside by far, but a very streaky player through his first coulpe of years. If you can keep two, you should have the consistency of Jennigs, and the big play factor of Wallace.)
3. V Jax (2nd option on his team behind Gates, and just not as solid as the above.)

Do think you can have Jackson as your #1 though, especially if this is a 12 team league. He was the 9th best WR in standard formats in 2009, so I think a mid to low end WR1 is reasonable this year.
