Why on earth would you wait til later to get a QB when your league is designed to emphasize passing TD's?
The very first thing you should do is package Big Ben with one of your Jackson RB's and throw in Antonio Brown and start shopping them for an elite QB(or at least a better one).
RB's get hurt all the time, even the elite ones. That means you can jump on their back ups and still get quality production. Elite QB's get hurt/miss starts rarely and are way more valuable, especially in 6 pt passing TD, leagues. WR is very deep and you can easily fin production there.
I would try to avoid including Welker in a deal but if someone countered a trade offer with him in it for the right QB I would pull the trigger.
Also I would find out who has AP and try and trade rape them with Gerhart. He has a lot more value to that guy than anyone else and he loses all his value once AP comes back. With your running game you're probably not playing him anyway.
