Curious what everyones waiver rules is in your league or what you prefer.
In every league I have participated in the waiver order resets each week based on record and points. . . person with the worst record and least amount of points becomes #1 in waivers and so on. Only been in 2 leagues that weren't run this way (both ran on yahoo).
One of our leagues last year you weren't allowed to run waivers like that and waivers were just left open at all times so people sitting by computer could pick up as many people as they want while watching guys have big weeks or get hurt (hated this crap as one guy would make 100 moves a week because he never leaves his house).
This year I am playing in a league where the waiver order is continuous but closes sunday through wed. Order never resets, when you make a move you drop to 12 and stay there until someone else makes a move. Don't really like this rule at all either because the people in the top spots usually don't have to make many moves yet they are able to pick up first choice almost each week. So they make there first move and get all the good guys then other people have to make moves after them and get second tier players and they climb there way back towards the top of the order.

I'm the guy that never leaves a computer and TV on Sundays, so I love it when waivers are left open. That's how I do it in the league I run and everyone is okay with it.
My other 2 leagues though work the same as your last scenario where you drop after using a waiver and work your way back up based on who else uses a waiver and how many they use.
Seems that both of these work fine for me, but I don't like your scenario where it resets every week based on points and records. You can't continously reward someone for sucking.

All my leagues the worst record and points goes first. I believe the LM can set it up that way in most formats. It makes for competitive balance. It's the only way that makes sense to me. In the NFL you don't give the superbowl winner the #1 overall pick.
