Each year I go to March Madness in Las Vegas and hit the sports books. This year I won’t be able to go, so I’ll have to place my bets online. My questions are:
are there any “free” online sites?
Are there any that don’t have any deposit or withdrawal fees?
What site is best? I’ve heard Bovada.

There is no such thing as free when it comes to an online/offshore site. The only way that you can avoid any fees of any kind would be a local
Bovada is a half-as.s book and you will incur charges. Bookmaker, Heritage or 5dimes would be far better. You will still incur charges at those books as well

I use bet365 and i cant recall ever being charged a fee.
Bet365 is not legal everywhere. If you reside in a state where it is 'technically illegal' to bet then you will incur fees. Whether they are fees using bitcoin where the fees are not from the book but from the bitcoin platform. Or if it using MG or WU where you will incur fees from the deposit if it is under a certain amount or on the withdrawal from the book. If it is via credit card you will incur fees from your credit card regardless.
So, if you live in a country or state where it is completely legitimate to wager then there is a good chance you can avoid the fees. Other wise, most likely, you are looking at fees of some kind from some one

I use BetUS.com and am very happy with their customer service and payouts and they never try anything funny. I highly recommend them as a sportsbook.
I love BetUS as well and have been with them for 15 years with zero issues but you can no longer sign up with them if you live in the US without being referred to them from a current customer

I’ve had a very good experience with BetAnySports. They’re a part of 5dimes. Never had a payout hassle with them in 15 years plus. They do charge a fee. They also give out great bonuses/free plays many times during the year.

I would STRONGLY recommend You Wager, especially for any US based newbie. Have been with them 10+ years. Offer same day payouts, customer service is usually prompt and informative. Like any book, it has become a bit harder to fund accounts with credit cards, but YW gives plenty of funding and payout options. They offer free payout once a month with consistent action and crypto payouts/deposits are free (though be careful of fees on the crypto/wallet end). Hope this helps.
