yes Maine land treaties date back to colonial Massachusetts. The Tribes that fought with the colonists were granted land in Maine. the ones who sided with England were granted land by Canada. the problem was our boundary this wasn't founded till 1849 when declared war on England. the land grants that England gave were rescinded as England didn't own that part of Maine. skip ahead to 1980 the native tribes had a 40 plus year law suit against the state for the break in treaties, the state of Maine and the tribes of Maine came to a settlement giving 6 townships to the tribes in exchange the tribes consented to Maine law.
this land settlement is why our tribes can not start a casino without state legislature approval and why they do not have a casino where others were granted licenses. hence the possibility for a tribal casino in Aroostook.

Jackson is sponsoring two bills to regulate online and mobile gaming. Kirby said his legislation would, among other things, prohibit gambling on Maine collegiate teams, minor league teams, high school teams and certain other sporting events.
Whatever law Maine passes would almost certainly include a mechanism to pay for the regulatory system

Mr. Jackson's Maine concern is sustainable wood harvesting most of his focus has been around this issue pm him he is a Facebook friend. The bill hasn't been brought up yet but he will keep me posted.
