A Florida man ran out of cell phone minutes so decided to call 911 and ask the operator for sex. Not one but 4 times until he was arrested 15 minutes later. Link

No, They don't have a formal emergency response system. In case of a flood some clown in wooden shoes sticks his finger in a dyke and they hope for the best.
