1. Make as many people as possible dependant on the state for their daily existence.
The rest of the government's priorities ("climate change," childhood obesity, tollerance of, well, anything except, as near as I can figure, dissent or Chirstianity, health care "reform," bans on drilling, etc.) are just means to that end.
