So here's the fallout so far from the Laquan McDonald shooting video release...
There were about 15,000 arrests made city-wide in December of 2014. In December of 2015 there were approximately 3,000.
January 1st thru January 21st 2015 there were about 40 shootings city-wide. This year to date there are 220+
Cops are now required to fill out an ISR report every time they detain a suspected gang member/murderer, of which a copy is sent to the ACLU for scrutiny.
What possible incentive exists in the minds of these officers to risk their livelihood, pension, or even freedom to make arrests?
Come summertime there will be upwards of 150 people shot every weekend and the cops will be (rightly so) sitting on their hands and laughing.
The prognosis is that easily 1000 additional black males will be shot by other black males in 2016
