Apparently a few days ago he tried to give his notice to leave WWE but because of his injuries, his contract is frozen. WWE doctors are the only ones not giving him clearance so I think this may be a stunt similar to what AJ Lee did. She called it retirement so she could get out of her contract but in DB's situation, he can retire and eventually come out of retirement after his no-compete is up and sign elsewhere.
Either way, I'm sure WWE is happy that this is finally over with because they were tired of him being a liability to them. Sad it has to end like this, though.

DB has been to multiple doctors outside of WWE and WWE is the only one not clearing him. I think it's clear that they don't want to clear him because they don't want to be held liable if he hurts his neck again (or worse, dies while competing). He's said in the past that he wouldn't change the way he goes about things so he'll always be an injury risk.
Also, if he's cleared, the crowd will continue to revolt until he's in the title picture and he's too much of an injury concern to put him in a main title picture again.
