Certain things are expected out of people in positions of authority. Part of JoePa's job is watching over PSU and the general conduct of the people he is responsible for. This guy was just some choade.
But I'm with you. How does a person like that see nothing being done and just "forget" about it. Or, maybe he was given an incentive to forget about it.
