If he did have an estate ( with assets ) his debts should have been covered before any money/property etc was distributed.
If he owed more than he was worth, I am sure there is a protocol for paying off his debts. Once the well is dry, I would think the creditors are SOL.

If you have the money hire a lawyer to handle this trust/estate matter. A good/honest one will clear up the debt and take care of your credit.

8 years after death. I would think with inactivity the accounts would have been charged off ( I am assuming nobody contacted the creditors to tell them of his passing )

These are most likely collection agencies trying to collect money on debts they purchased for pennies on the dollar.
You aren't responsible for them, and even though you share the same name you do have a different social security number. They are taking a shot at trying to get paid, don't give them anything, they aren't your debts.
If anything ends up on your credit report sue the crap out of them.

That ATT bill is for 1392.50 and it is from AT&T Mobility, The debt ollector is "afnicollections"(www.afnicollections.com) which I am assuming is for a cell phone. In the letter it states that they are willing to settle the account for $100.00.
A hundred bucks for a 1400 dollar balance? Something is fishy here.

If my birth date and SSN are totally different than his, why am I getting these notices?
Something similar happened to me years ago when the police stopped me for a warrant because they thought I was him because we have the same name. It wasn't until I was at the police station getting finger printed that they figured out it was not me who they were looking for.
