The emphasis on the color of the skin is done to incite, when often times it has little to do with the story.
If the "white" cop had killed the "black" man because of the color of his skin, then it is logical to include the color of their skin in the news piece. If a cop kills a man because he is in a hostile situation, dealing with a hostile individual, who has a hostile weapon on his person, then the color of that victims skin is not headline worthy
