Pilot flew in circles for awhile in conversation with ATC before proceeding into that blinding visibility. The helicopter should never have been flown through and I'm sure ntsb will determine 100% pilot error.

If you hear "Special VFR" from ATC it means the weather is crap but conditions are still within FAA regulation to continue.
My question is...wtf are you doing taking a chance like that? Every helicopter in that zip code was grounded due to low vis, including all sheriff's dept choppers.

.......And as for ATC, wtf are they doing releasing the pilot from a 700 ft holding pattern into fog soup without demanding a MINIMUM safe altitude for radar flight follow? You can clearly hear the idiot tower ask the pilot what he wants to do as if the it's a clear sunny day. None of this had to happen, it happened because the adults were negligent and children paid the ultimate price.
