What types of background checks, if any, would you do on a candidate? What measures would you take to ensure that the runner wouldn't take the bankroll & run? Depends on the size of your bets. I think either $300 / week flat or $50 /week and 5-10% of your winnings.
I like the idea of % of your winnings so it incentivizes the runner not to steal from you and be honest. You can get something in writing but I have no idea how to enforce it. The hardest part of the arrangement would be finding someone you trust.

What is fair compensation for a runner? Not much. $50 a day. But if you are only a two dime player that is still 2.5% which can grind at your profits.
What types of background checks, if any, would you do on a candidate? Just find out where he lives and how long he's been there. Moving is a hassle and not worth it to screw you out of a few $K.
What measures would you take to ensure that the runner wouldn't take the bankroll & run? Look for an older working married guy. Younger guys with no connections are more likely to bolt. DO NOT trust a female of ANY age.
Expectations? DO NOT expect this to be easy. You will have major expenses with the juice and runner cost which will grind you down over time. It is IMPERATIVE to always get the very best line with EVERY wager. A few pushes and half point wins every season can make you a winner.
Legal ramifications? None. It's the wild wild west. Despite popular belief there is nothing that compels you to pay taxes.

If that is the case, then I would think it would be much cheaper over the long haul to get yourself a Nevada address and setup some accounts at a few shops.
When you are outside of Nevada, use an ip blocker.
I have no idea if this would work, I'm just tossing out an idea.

The USA will never be a player in the sports betting world as long as there are high "sin taxes" included in the vig.
Right now, I would not consider Vegas a viable option unless I lived there.
1) It is an expense to set up a phony residence on top of the high vig you get in Vegas. I would be setting up residence in Canada or the UK to get access to low vig books and exchanges and more legal protection.
2) It is trivial for Vegas to prove that you are not in Vegas at the time of a wager. If you got really hot streak or parlay and won huge, they would hire a PI to look over everything, they would go to the location of the phone (probably a friend's house?) and investigate your whereabouts. This is also the case with setting up with Canada or the UK to use Pinnacle.
