I browsed this article and it appears to me that offshore wagering is not the subject here.

This bill has nothing to do with offshore sportsbooks because the US has no jurisdiction over who these books accept bets from. They are licensed and chartered in countries where they are perfectly legal. Pinnacle and bet 365 and all the other gutless sportsbooks who exited the US market could and should start taking action from US customers tomorrow and there isn't a thing the US can do about it.
