You can download Fanduel sportsbook out of state but you can't login if you're not in NJ. They will warn you if you try to access your account beyond NJ. You dont have to enable or disable your location. It will know whether you're in Jersey or not.
Also not sure if it will allow you to enter a non-resident driver license number to place online wagers and withdraw any winnings. But things may have changed within a year. Wouldn't hurt to try. Good luck

Drivers license isn't needed they just geotrack your phone. You don't have to be a resident of NJ to place a bet while in NJ. I have a buddy who lives in Philly, comes across the bridge and goes to Wawa to grab a coffee and places bets then heads back over the bridge
