here in Maine we have the resources to produce modular structures. KBS construction makes LEGO sets two to four pc houses that can be delivered and installed.
A deep water port at Cianbro construction to on load for a Boston freighter company’s to ship the structures to Puerto Rico. And rebuild after hurricane Maria. Many parts of the island have still no electric todays paper states they want to privatize its electrical grid.
I work for re energy they process construction debris and utilize the wood to burn as biomass Puerto Rico has a lot of this debris
hence Looking to have Florida power and light take over grid supplied by a biomass ship these homes and begin recovery from the 2017 and looking forward to 2018 storm patterns all affected areas of these natural disasters.. any suggestions on this project????

@goose let’s start with the grid after years of government mishandling the grid is valued at 4 billion it owes 9 billion. And it’s equipment is 30 years behind industry standards. The grid runs from a series of oil fired boilers.
My Dads first cousin work at cianbro I work for re energy. A division of black water. Black water is the parent company. Taking the oil coal fired boilers over to wood is not that hard but taking and rebuilding the entire islands electrical grid would take Florida power and light or emra.... huge undertaking.

40 percent of Puerto Rico is still without power since Hurricane Maria.... last fall. In Maine power is restored after an ice storm before the week is out. We are both Americans I live in a State they in territory. Worse part is shipping no one outside of Americans flagged freighter

Nobody realizes, majority of the US population are completely ignorant, that Puerto Ricans ARE US CITIZENS. They travel to and from the mainland with no passports required. If Puerto Rico were a State, it would be the 30th most populous (at 3.4m) with more people than Alaska, Vermont and Wyoming, combined.
As you stated, PREPA, the electric company on the island, has a massive $9 billion debt and so not only are they BROKE, but cannot borrow any more money because they have already defaulted on an interest payment. Governor of Puerto Rico has declared bankruptcy because they have a $103b economy but are $70b in debt.
It's one big friggin nightmare because without power you don't have running water and no flush-able toilets so disease is rampant. This could drag on all year so what's going to happen when the next big hurricane strikes?

After the grid next problem is shipping freight three companies are allowed to go to Puerto Rico Boston Freight. Now these homes in a 7’9” container by 24 feet. A home would take 5 containers. It is a logistical nightmare.
The is army Corp of engineers 133rd can not do anything without authority.
meanwhile Pacino the boxer can rebuild 1000 homes in phillapeans not a problem we can’t even. Take care of Americans in America

The death toll has surpassed Hurricane Katrina in Puerto Rico. CBS News dec 2017 . Lack of shelter sanitation diseases have taken more us citizens than any other storm and we are 7 months from the next once in century storms to hit the USA. It is a sin against humanity in my opinions.

As for the grid. We here in Maine where I work. Have a shakers like the ones on gold rush construction debris is sifted clean wood plastic pressure treated wood and metals are sorted. Clean would is ground to fire and this biomass materials are burnt in a steam boiler to produce energy for the grid.
