I don't think it will happen, but that would make the sport better, and better able to cut out most of the concussions. Instead of launching yourself as a human missile you would hit and wrap up. The way the game is taught. Running backs will need better vision, and ankle breaking moves. We all love the big hits, but this would be better football IMO.

I really don't understand the outrage with concussions. It's part of the sport. You're telling me a contact sport where guys tackle each other at 20 MPH is dangerous? Thanks doctors!
Nobody cries about boxing where we've seen dudes die in the ring. What about UFC where dudes are getting their face ripped off? Hockey is just as physical with less padding.
Bottom line is that these people sign up to play this game and are making tons of money. Nobody is forcing them to do this. A cop knows he may not make it home, a pilot knows his plane could take a crap for whatever reason, a football player should know the risks of his job as well.
If you're that afraid of getting hurt, don't play.

All you would do with the addition of leather helmets is lower the point of catastrophe from the head to the spinal cord. Instead of these repeated concussions, where they can come back in a couple of weeks and continue to collect a check, they most likely would be paralyzed in some capacity. There is no way that this game of gladiators would decrease in intensity with leather helmets.
You might be able to do something with the facemask, i.e., removing it, but there is no way to regulate this game anymore. Once we have someone die on the field, some sort of change may occur, but even then, I doubt it.
