Not a title match huh? Nice. Ya know, I've been in and out of Raw since WM and now the WWE has the stones to put a non-title match on a PPV. Wonderful. Didn't think they would do that and now you've confirmed it.
Well forget everything I said then. Why put Cena over in a non-title match? The entire point of leaving the title on the shelf is to give the other guy the shot at legitimacy and to get an eventual title shot.

I don't know, if Sheamus doesn't win this then what? They must have promised him something with his look revamp. And when lines get to -900 this early, results have typically leaked (except for Brock Taker but that was a switch within an hour or two of the match.).

An Owens win enhances the NXT brand and if Owens goes over big enough with the crowd, they'll just shift him to the main roster in a few weeks/months after he drops the title.
Plus Cena just won three PPV's in a row against one of the top guys in the company in Rusev so laying down for Owens (and as you noted, Cena is one of the only guys who doesn't mind laying down for younger talent) makes sense.
