As everyone knows, I'm no racing expert!
But in my opinion this would happen when a barn is taking up stall space at a track and is not running his horses often enough to fill races. Therefore if I saw a horse running consistently for 5k and now it is suddenly entered in a 10k race especially if the race is only 6-7 horses, I'd say race filler.
