What would you assume the bet is if someone just says to the mutuel clerk "give me a wheel" then rattles off numbers? He didn't specify trifecta or anything like that. Just said "give me a wheel"

a wheel is normally associated with exactas -- its not the way for any beginner to learn or even try to play-- they get expensive and are not typically a make money wager in this game
I suggest going to drf or equibase and downloading some forms/programs and learning how to read and decipher the info on those then trying some win bets before you get into exactas and trifectas -- helpful hints on those-- maybe after you get the hand then try 3 horse exacta box and then go from there
