The financial institution are not the one who is selling it they are only the ones handling it on behalf of the investor who is selling it. The investor is selling it cause he needs money  in this tough economic times as we call it a deep recession  lol

Not that it matters but peddling deep discounted CDs on a gambling website is a bit peculiar..
