The last time I was there for the first and second round was four years ago, so take this with a grain of salt. But here's what I found then.
Bally's used to be an awesome spot. Younger crowd, casual but not scuzzy and good atmosphere. When I was there they designated a nice theatre that held about 1500 people at the adjacent Paris that had three giant screens and was an awesome spot. I think it was $10 to get in and you had to get your tickets in advance. Not sure if they still do that.
I also enjoyed Bellagio and Mandalay Bay atmospheres. MGM is another good atmosphere.
The Superbook at the Hilton is awesome too. Great service, tons of lines and it's a huge book with a true old school Vegas feel that I would definitely check out before you leave. Lots of options for lines too.
If you're looking for a bit off the Strip, The Coast is a book that attracts a lot of local action and has an old school feel to it.
As far as ritz goes, the Wynn has a pretty classy book but it wasn't built yet when I was there for March Madness. I just saw it this past year.

To give you a heads up, if you aren't there at least a day ahead of time to reserve your seat, chances are you'll have a tough time sitting down during games. Every book is packed and folks get there early and don't move all weekend.
