I don't have the specific link, but it's in the news section of LasVegasAdvisor.com.
This is definitely a convenience. When certain games aren't being shown on TV, I'd have to step outside the sportsbook to check scores on my cell phone.
Unfortunately, I can see dickwads calling their buds back home in the boondocks and obnoxiously talking at a 100-decibel level ("Hey, fuckface Oklahoma rulzzzzzz. Woooooooo!)

First, let me tell you I hate cell phones. I didn't get one til I was over 30 years old. BUT, getting hassled when checking to see what time it was in the sportsbooks got old - fast. It was a ridiculous rule for the past 10 years anyway. One could still be outside their invisible line and still see the tote board while talking on the phone, so it made no sense whatsoever. I'm glad the rule has changed.

Whenever the wife would call the cell I would just tell her I was in a sportsbook and I could not call her back
But yeah....it was a silly rule...my buddies and I would always use our phones to scout out lines when in town.....it never stopped anyone from shopping around

and it was a joke anyway....when I was in town for the WSOP I just sat in one of the betting booths at the Rio and I would text my buddies who were shopping at other books....
Nobody at the front of the book could see that I was texting and I was sitting 10 feet in front of them.....maybe this is one of the reasons they gave up on this rule?

Definitely an outdated rule...glad it's done and over with. I mean, who wouldn't just walk 2 steps outside the book and have their conversation anyway regardless of what it's in reference to?
