For location, I would choose Monte Carlo. It has a free tram access to Aria, which is adjacent to Cosmopolitan and then to the Bellagio which is next to Caesars. So, within a few minutes and minimal walking, you have 3 different sportsbook operations....MGM, Cantor, and Caesars. Don't quite understand your comment about being "off it" in relation to the Strip...they are all on the Strip..
Also, from a food standpoint....as I have said many times in this forum....the best food court in Vegas is at NewYork/NewYork, which is right next door to Monte Carlo and also has the old ESPN Zone (now The Sporting House), redone, good bar menu and over 100 hdtv's on 2 floors.

I wouldn't stay at ANY of these properties because they are all owned by MGM. MGM is in the business of charging RESORT FEES that are hidden until you check in. YOU DON'T HAVE THE OPTION OF NOT PAYING FOR RESORT FEES, EVERYBODY PAYS THEM. But they are not included in the price.
This practice is illegal and you should not tolerate them.
