With all the various books out there, there's no uniform answer. But generally, most books default to action, meaning all bets stands. William hill does have an option to select listed pitchers, but that's only for the sides. For totals you don't get to listed pitchers, I hate this book. It used to be good until they merged with Caesars. That's corporate America for you, things were actually better when the mafia ran the casinos...

All I know is that on William hill you have to select the game then you bet listed pitchers almost like you were betting a prop. I reckon almost all books are that way. It'd too much trouble for books to grant pushes just because teams are doing the Tampa Bay rays okie doke with the Starting pitcher.
