I apologize if there is a thread on this, but I didn’t see one when I looked. How did that just happen?! Call on the floor was a charge, the announcers even mention it “WOW! And Denver is out of challenges they can’t challenge this!!” They’re then confused on why/how there’s a review and then say “Oh they must just be reviewing to make sure his feet weren’t in the restricted zone” which they were nowhere close.. THEN somehow they reverse the call, call a blocking foul and 1 essentially game over. Now don’t get me wrong, I agree it wasn’t a charge and it was a blocking foul however that’s not the point. The point was Denver was out of challenges and magically get a free review gifting them the win.

I believe the rule is very technical here. Only the issue of whether he was in the technical zone can trigger the review there, but once the review is triggered they can examine any part of the play.
So by the rules there was nothing wrong with what they did. If you want to pushback, I guess you could argue that in reality it was obvious that shamat wasn’t in the restricted zone and that issue was just a farce to allow them to review the block/charge call.
