I took Pelicans 2H but don't understand what happened because of the weird foul. Can someone explain?

Just saw this, WTF. Anyone see that before?
In a bizarre turn of events, the Pelicans and Kings will have to replay the final 18.9 seconds of the second quarter after halftime. Officials miscounted team fouls, which will send DeMarcus Cousins to the line, nullify two points for the Pelicans and force the team's to replay the end of the second quarter.

HOW in the world is this an awful beat? Pelicans hit a shot on the buzzer for you to even to win the 1h before the refs recounted their mistakes. The kings were covering the whole first half until that last second shot.
Lucky win yes. It sucks that it got over turned but its no where near a bad beat.
