4th and 5?

Please explain how the penalty on the browns was a four yard penalty instead of five and not an automatic first down?

 Just had someone tell me:

- it wasn't a first down because it was a 5 yard penalty on 4th and 5

- it wasn't even 4th and inches because it was 4th and 1

Do people not understand how subtraction works?

I get if it was 4th and 5.5, so now inches to go. Why not go for it? Give up 30-40 yards of field position that takes time to get? what is he thinking?
