I'm not sure where you're getting the information about the public having the best NFL season of all time??? I did a quick research. Nevada sports book posted they made a record 81 million in a month from sports revenue betting breaking the old record of 72 million in a month. I'm not sure the public is winning?

yes because the handle is higher than ever. But in terms of favorites and square bets winning, the public has had an amazing NFL season. Draft kings is also down 100 million dollars in the 4th QT.
