I don't personally favor something like that right now, but that's an interesting, rather advanced level of re-mapping the NFL.
While it would be nice to see games with extra incentive on both sides, shuffling teams around - so all would play each other with greater frequency - wouldn't necessarily lead to more or new rivalries.
Coaches, players, geographical locations - even fans can lead to rivalries. Otherwise, rivalries are born when one team can unexpectedly shatter another's playoff/championship hopes --- or when a pair of teams competitively go toe to toe with one another for a couple seasons.
