The off set to municipality and county jail system is funded by toll calls. People awaiting trial innocent and facing 5000 bail for drunk and disorderly with no bondsman allowed make phone calls.
These calls are accepted dealing wirh the families, and they cost 250 an hour avg 60.00 for 15 min.
So in a ways and means to derive a country and state budget they need these individuals inside. Being held at unaffordable costs so theu can milk the cows and pay for their facility.
It isn't rocket science that drives the current corrections system and why the USA has been found guilty of systemic racism at the international court in the Hague.

No they are covering costs and not sending directly to property taxes. It is a good plan for most that hold property, and it dissolves any .matter of accountability.
In almost every mass murdering case when some quiet one went complete psycho the only common cause is being held beyond 30 days for a misdeamedor or some small fractional case...
So it's a gun fault it kills people, or some me tally ill idiot when postal or what ever the deflection but no one should ever mention an actual common ground issue....
And the world court decided America was guilty, so America can own responsibility as a government for anything. So they did not pay the settlement and accountability really they never have .... so now our government is not allowed to petition the international court in the Hague for any grievance we are a very small minority in the U.N.. most United nations buisness is held outside of new York.....
We the people are termed illegal.... so we the people must spend 10 times all other world governments combined for defense of our corrupt immoral and unfair practices
