But during the first half of 2021, the majority of planned deliveries from the facility are for the vaccine developed by AstraZeneca PLC and Oxford University. For the whole year, the AstraZeneca vaccine is forecast to make up about one-third of Covax supplies, assuming that the shots by J&J and Novavax and other manufacturers get authorized as expected.

India has pre ordered 1 billion moderna doses but the contract for that product has yet to be delivered as the I initial test shipment of 120 million doses can not leave the United States without state department approval until July 1,2021
So until the state department authorizes moderna to produce vaccines in India, Nairobi Kenya furthur down the food chain has to wait. And those nations buying from the exchange obviously move to the front of the line.
