Even if that were so, I think it is even more open and shut than they make it to be.

There is no time limit given, on purpose.

How close to the end of the year would a president not be allowed to perform this duty? The last couple of months? The entire last year of his term? What if it were in December of the previous year? You can almost see the ‘reasoning’ not to allow it at all for a second-term President — because, you know he is in his last term for sure.

If we ‘think’ we know better than the Founders — amend it to have a time limit.

You cannot automatically assume the incumbent will lose every time. You cannot disallow this duty even if you know a second-term President is in his last few months either.

If you are a teacher,  school ends June 15....do you stop teaching in March?   Few years ago, when healthy ,said President to fulfill his duties as stated in the constitution.
