Senators person Durbin, an Illinois Democrat, Patrick Leahy, a Vermont Democrat, Mike Lee, an Utah Republican, and Rand Paul, a Kentucky Republican, have introduced legislation aimed at giving federal judges more discretion in applying mandatory minimums to certain drug offenders.
I'd like to see legislation in this area rather than the AG acting alone as I think there would be as broader impact.

WASHINGTON — In a major shift in criminal justice policy, the Obama administration will move on Monday to ease overcrowding in federal prisons by ordering prosecutors to omit listing quantities of illegal substances in indictments for low-level drug cases, sidestepping federal laws that impose strict mandatory minimum sentences for drug-related offenses.
Mr. Holder will also introduce a related set of Justice Department policies that would leave more crimes to state courts to handle, increase the use of drug-treatment programs as alternatives to incarceration, and expand a program of “compassionate release” for “elderly inmates who did not commit violent crimes and have served significant portions of their sentences.”

I hate the man, and think that he should spend the rest of his life in jail for his multiple abuses, most notably hiding behind Obama's executive privilege in the Fast and Furious debacle.
I hate how he openly planned to "brainwash" children against the 2nd amendment.
That being said, this is a good step in winding down the war on drugs that has been a losing proposition for the American taxpayers, and put a lot of young kids in jail for crimes that equate to misdemeanors. I commend Eric Holder for doing something correct in his miserable life.
