Suburbs enjoy quite a different federal program rural development formally know as farmers home where the feds will subsidize ownership of property giving owners a vehical to wealth.
HUD gives property owners sec 8 couture so occupiers can rent continually feds subsidize both renters and futures owners.
Never a peep out of democratic leader ship of giving inner cities a ownership of a flat never realizing ownership of the town house or condo complex. But to the citizens that live in a red area it does it allows them to have a subsidized fixed mortgage for 33 1/3 years.
Hence increasing community pride, democratic response to failed housing no not give the occupier ownership. Or any hopes that they or they family might own , no the inner cities get compliance officers and courts for land lord tenant disputes grievance boards and courts. Inner cities are decaying under present management. Taxes are escalating cost of city services are escalating but maybe if the tenant became the contractual owner the improvement of the neibor hoods would begin... we already subsidize both through reverse mortgage we can reinherit both, maybe we should give inner city citizens a chance to take ownership and improvehe value of there community as well
