Most homeless don't want help anyway and probably wouldn't take housing because there are rules that come along with that. They just want fee drugs and for people to hand them money so they can buy more alcohol.
Smoke is addictive. It does kill. Just like fast food makes people unhealthy. But we don't force people who smoke to take a nicotine patch, nor do we check peoples weight before they buy a fast food burger. Forcing vaccines would be the equivalent of scanning someones ID when they buy cigs, alcohol, fast food and anything else unhealthy and then giving that info to their doctors so their medical rates increase. The whole thing about vaccines is to sloe hospitals down, but the same can be said about cigs, fast food etc, but we don't do that now do we? We allow people the freedom to make their own choices. Drug addiction cannot be deemed acceptable if we as a society wish to exist. Those with addiction require help and yes I am all for monies going to reducing drug addiction, not fostering it. Same with folks on the street. You get them off the street, either a halfway house or mental institution. Staying on the street destructive for everyone.
Smoking; if you want to smoke and destroy your lungs, go for it. Haven't found one smoker who really doesn't want to quit. You sure as hell do not have the right to destroy my lungs too! All indoor venues should be no smoking, period.

Why would you force someone to get the vax to work for you?
If we just give every homeless person a place to live, how does that look to the rest of society that works and pays taxes to afford to live. Why would people work and pay taxes when someone else gets something for free? How would society continue to build if the incentive to work is the same as getting something for free?
