"Electricity is generated and sold in a New England-wide wholesale market. There are also sales into this market from New York and Canada. The New England market works under a series of rules and regulation approved by the Federal Energy Regulatory Commission (FERC) and administered by the New England Independent System Operator (NE ISO), the same organization charged with maintaining the reliability of the electric grid and keeping the lights on. There are numerous generators and other suppliers who generate or buy for resale all of the electricity that flows in New England. Some of this power is bought and sold under contracts, and some is sold into a "spot" market where the price is set by the highest bid.
The wholesale market is different in Northern Maine. There, the electric grid is not connected to the New England grid except by going through New Brunswick. This has led to a different market, dominated by New Brunswick Power. The organization responsible for reliability is the Northern Maine Independent System Administrator .
We send electricity to Canada which then feeds northern maine.if Canada charges 25% tarriff and America international charges a 25% tarriff then northern Maine faces a potential 50 % price hike.
In electricity costs. Northern Maine is independent of new England power and is dominated by new England power. It is possible the entire northern border is at risk with our reliance on foreign power sources.
Elon Musks company Tesla has a engineering solution with a system designed like the Hornsby wind solar energy storage project in Australia. Their a 100 mw system is stored in lithium ion (rare earth metal) and stabilizes the grid when it is night or not windy enough.....

As to the thread in the constitution it could be argued that if our government seizes property we should be compensated for loss. The executive branch by an executive order is seizing our property in this case our money in power cost on this negotiation strategy by our strongest ally should we not so be entitled to an equal compensation in liheap funds to offset losses...
