While this perceived nuisance is actual currency and legal tender. But now a shortage of coins exist.
Maybe an answer is a round up feature allowing the change to go to profit margins within necessary workers in convenience stores .
As well as large box and retail food change.
This could indeed offset the actual losses being absorbed for pep. And needed shielding from this virus. Should establishments be allowed to round up to the next dollar if paying with cash?

As example a donut and coffee for morning nutritional needs costs 3.12. Given 4 dollars and accepting the jar coins. Or should retail if not using a credit chip debit system be allowed to make the transaction to the next piece of paper.
Risks many mining industries the us mint and a great many corporations are dependent on making material to press coins.... Without this market much of that industry will be idled workers and shareholders without purpose or jobs.

I believe that this should be a consumer demand market. If a store offers change or does not offer change that consumers should dictate the market not the government.
If you want the coins you can create a store or shop at one that allows change if this is not a priority than that would be a choice for a buyer.
But this is my opinion where special interests in mining industry demand all coins due must be presented to engage in retail....

And yes mining industry for nickel copper and zinc depend on laws that require stores to give change... These mining industries survive because those metals are more prevalent than the precious metals in the same ore.
You can go through 80 percent nickel to find 3 percent titanium in a titanium minding industry 70 percent copper to find 20 percent silver 4 percent golf and rest in much more precious substance and hence the case. If I was to mine for tungsten or pallidium or platinum the operation could exist because of the penny market demand... Or one would become too expensive and because the other would be near worthless....

Ok there must be a loop hole a Seminole nation is not directed by federal law or that it is allowed in the establishment but you can't use a machine but a hassle at the cage.

Retail confidence is less than 5 min transaction time it takes to grab a donut a coffee pay the cashier and go back to your car I stood at the cage for 20 minutes at the rainmaker in foxwoods window dealing with 50 patrons with 20 slips from the 30 machines they encounter a pc it seemed to have a whole 6 bucks at dunk in around the corner to buy a coffee to head home with.....

Seminole Casino doesn't not give change back when cashing a slot ticket at a machine. If you want the change, you have to wait in line at a cashier teller.
And I don't give ANY of it back to the casino. I will accumulate 5 or 6 "change" tickets and turn them in together in a few weeks. My worst fault by far is over-tipping. Yesterday I was told by the cocktail waitress "her tray was all taken, she had no extra drinks on her tray". I said, "I beg to differ", as i took the lone draft beer off her tray and threw her a green $25 chip. "And make sure you bring me another on your next trip". Supply and Demand. I was thirsty and Demanded that cold beer.
