Not hard to find at all.  It is part of the job, whether we agree with it or not.  Just as the 9/11 attacks are blamed on Bush---or the groundwork for lack of intelligence and missing out on Osama blamed on Clinton.  If you are in office at the time --- you get the blame or credit for what happens while you are in office.  We don&#x27;t usually delve into the longterm policies that led to something happening while someone else is in office. The first rule of thumb --- always look for a scapegoat; the second rule of thumb --- once you find a scapegoat, put all you can on him.
