Actually it's the FBI that can't handle the cyber terrorists, that's why they focused on domestic terrorists. 

Everytime there is a cyber ransom the FBI was brought in. Still it continues. Now Biden asks Putin to work on it after he called him a killer. 

The FBI can't even find Pelosi's laptop, can't discern a pullrope from a noose, and is too busy raiding any lawyer who worked with Trump.
