Saudi charities openly funded through their charities, Al Quada groups. These funds kept these cells active and functional. There is clear direct evidence of this.
There is a statute that no regime can be sued for the actions of its citizens EXCEPT in the case of TERRORISM. So there is no chance of other countries suing the United States. Bad argument for Obama to side with Saudi Arabia.
The Saudis have a sloppy system of dispersing charities with no accountability regarding what these groups do with the money. A lawsuit would help force the Saudis to check the nature and goals of these "religious" groups.
Conclusion: we're on our own.
