Hate crime laws have a long history in the US. For years, hate crimes have been increasing according to FBI and International center for advocates against discrimination. Most hate crimes are committed against blacks, jewish, LGBT, hispanics and whites.

If it's an assault, then it's an assault and should be charged as such. Besides federal laws allowing for prosecution of hate crimes, 45 States have their own laws. Even the United Nations recognize hate crimes.
