I have no personal knowledge of Dicck Durbin but I think it's safe to assume he has regular discussions with several leaders of black communities. He may not interact socially with the average black citizen but he must get feedback from these community leaders.

To refresh your memories, the Patriots had gone undefeated that season and were 12 point favorites over the New York Giants. A lock to win the Superbowl. When they lost the game to the Giants the boss was so upset he hung a rope noose around the teddy bear's neck and hung it from the ceiling to symbolize the Patriot's epic "choke".
As you have probably guessed, my black coworkers were more than a little ticked off about seeing a black figure hanging from a noose. They didn't see it as a Patriot's choke. They saw it as a symbol of black slavery hangings. I'm not even sure they teach this any more but slave owners used to hang blacks by nooses from a tree, cut their d-i-c-k-s off, and stuff it in their dead mouths.
Now my boss obviously wasn't thinking, just as Lord Trump wasn't thinking about blurting out "chain migration", but it's 20-20 hindsight to realize how blacks think and feel about subjects we white people just take for granted.

We associate hangings with the South during tumultuous times when people were property. At the same time if you stole somebody's horse u were gonna get hung as well anywhere in the country.
Hangings were inexpensive,quick & a real crowd pleaser. I'm just saying....
