First off, I DON'T believe he should've been assessed a penalty. There was nothing obvious he did, intentionally or otherwise, that made the ball move........I stress the word "obvious" because intent isn't really the question here. Sometimes you just get a bad break. But under the rule in question, I just don't see how they could deem one of his actions caused the ball to move. It's not like it moved while he was grounding his putter next to the ball, & from that angle you can't really tell how close he was to the ball..........& having an official on the spot that called him safe, how can you go back over an hour later & say he "you may be penalized"? If I'm on that committee I call it no foul. If I'm a competitor in his group I call it no foul. The official on site called it no foul. WTF were they thinking? The last thing the USGA needs is more bad publicity. I don't know if they think they saved face by ultimately assessing him a penalty after it was over or what. I saw where Hoffman called out the USGA a couple days ago.......& the tweets from other players during the round. Maybe the usga is worse than we all know.
