As for penalty counts go. Is it expected that the count is even in every match? Even though there are teams who infringe every week? 3 penalties can be given within about a minute, e.g quick tap, offside etc etc...
What does the count (not mini) have to do with corruption? If the roosters are on the back end of a 11-4 penalty count, it's not corruption, it's because their combined I.Q is 100
