What should I do here? Let France and Belgium play and guarantee myself one in the final and hope that England advance as well? Or should I cash out on France at $3,000 and hope Belgium and England advance?

those cashout options unsurprisingly are awful, maybe cash on Belgium as the overall payout is $3k less than the others but if I was you, I'd let them ride because I'd be sick at taking the lesser payout if one of the 3 wins.
Croatia are the outsider of 4, I would probably hedge on them right now at decent odds.
