Why would witt not pick,if he would of won on the 31st wouldn't he have won the monthly?

 Had he picked and got his pick correct, it looks like he would have won since he would have had fewer losses. I noticed he did not pick on Dec 24th too. The monthly uses comes down to a 1 pick difference,  but people miss picks for all sorts of reasons on the monthly survivor.
